I first saw this behavior/activity when I was in China. Of course in a country with 1.3 billion people, there were often hundreds of locks in the places where I saw them. Where did you find these?
These were affixed to the Iowa Women of Achievement Bridge, hovering over the Center Street Dam on the Des Moines River. New locks have taken their place.
